Inspection and Test Plans (ITPs) and Inspection and Test Records (ITRs) are essential quality documents in construction and manufacturing.

ITP serves as a pre-fabrication plan outlining necessary inspections, while the ITR functions as a post-inspection record and included in the mechanical completion dossier. Key elements of the ITR can also be found in the manufacturing record book (MRB), sometimes referred to as the Life Time Record (LTR) or Manufacturing Data Book (MDR).

A typical ITP includes:

  1. A table detailing manufacturing or construction activities.
  2. Types of inspection activities for each manufacturing phase (such as review and approval of documents like mill test reports or NDT examinations).
  3. Reference procedures for tests on how to do the test, examination or inspection (such as WPS, NDT procedures, pressure tests, etc.).
  4. Acceptance criteria for comparing results, which normally dictate that if a test fails, a retest must be conducted until a pass mark is achieved. These acceptance criteria are found in the project specifications or applicable reference codes and not normally in the test procedures.
  5. Verifying documents, typically the test record or inspection report known as the ITR, which forms a crucial part of the mechanical completion paperwork, including factory acceptance tests, as-built drawings, pressure tests, and function tests.
  6. Intervention points: What is the status of relevant stake holders (subcontractor, contractor, Client, End user). There shall be additional column for TPI (third party inspection) or ( Certifying Authority (CA) if it needs further verification. The intervention point can be Review (R), Approval (A), Surveillance (S), Witness (W) or Hold (H) points.

It is vital to involve the completions or pre-commissioning engineer during the ITP review and finalization to ensure that all required certifications and tests are completed before installation.
